I’m having the same issue in my current edit, dropping DV Pal into a DVCPro HD 1080 50 timeline. FCP adds a shift fields filter where it’s not necessary.
I’m just deleting it.

The JVC DTV 17″ CRT monitor is very good and a much better reference monitor than the Panasonic LCD’s in my opinion and it’s cheaper.

JVC DTV 17″ CRT monitor works great for both HD and SD and it’s very affordable. SD always looks terrible on LCD’s

I can’t give you a solution , but I have noticed over the last couple of weeks FCP does put the shift fields filter in without being told to!

I suspect it’s all geared up to NAB and Leopard. I would also hope FCP6 is the biggest upgrade to FCP yet. 5.2 should be a good upgrade though
