I’m not sure I understand the question, but it sounds like you have the option in Preferences set to “Import stereo as dual mono”.
For the second part of the question – you can’t. Rendering (encoding, actually) is the process of making a single video track composited from the video tracks on the timeline plus any F/X or other edit commands.
But, why would you want to? Any compression (render as) will degrade the video quality. Why not just hand off the original footage?

I don’t consider ATI an upgrade, but that’s just a personal opinion.
After you change hardware you should reset Vegas.Holding Ctrl + Shift while starting Vegas will reset all preferences and delete cached data prior to loading the program.
If you have recently installed new hardware (especially a new graphics card), this is necessary because Vegas may be loading settings for your old hardware.Steve Mann

Control Panel/Users will tell you.
One trick when installing windows is to leave the user name blank during installation. That makes it a one-user PC, always the admin.

First, there are no clips in Vegas. Everything on the timeline is an event. You can’t join non sequential events. You can move them adjacent to each other, but they are still separate events.
I am not exactly sure what you are trying to do, but I can think of two ways to do this. (There’s always two ways in Vegas). Velocity adjustment should be the last thing you do, so do all your editing at normal speeds. Then save the project as Project A. Open a new Empty Project (Ctrl Shift N) and drag the Project A veg file to the timeline (it’s a nested veg file). Now it acts as one event and you can apply the velocity envelope to the whole thing at once. The alternate is to encode an intermediate file and edit it in a newproject.

Your #2 may be a clue to your root problem.
Are you running Vegas as administrator?
First, try resetting everything. Holding Ctrl + Shift while starting Vegas will reset all preferences and delete cached data prior to loading the program. If you have recently installed new hardware (especially a new graphics card), this is necessary because Vegas may be loading settings for your old hardware.
Next, hold the shift key and open the Preferences window. You will have a new tab: Internal – click on it. At the bottom of the Internal window where it says: “Show only prefs containing:” enter “path” (without the quotes). This shows you all the folders that Vegas expects to see. If any of these is pointing to a non-existent folder or drive, you can expect trouble. If any are pointing to an external device, I would expect problems. You must have write permission in all these folders. You may change these folders if any of the above cautions exist.

This “Internal” tab is like the registry for Vegas. You can easily hose your installation here, which is why the tab is hidden and why it isn’t mentioned in the manuals.Finally, if you can’t fix your PC, here is an autosave utility that hits CTRL-S for you periodically.

You may likely not be inserting the still at the same spot where you took it. I do this all the time when I want a scrolling credit roll to slow and stop on the final text. I sometimes do it with just the velocity envelope.
If you are using Vegas 11 or 12, you do not need to switch to best/full on the preview window – Vegas does this as it saves the image.
