Did you double-check the layer to ensure that nothing has been added?
Did you select “paste mocha shape” from the Edit Menu in AE?

Your editor should let you know the frame rate requirements since your output framerate should match his.
As for CODEC, again, it’s often best to follow what his timeline settings.

You need two copies – one for the crosshairs and another just for the matte. I had started with the intention of creating an FFX – hence the single layer that I worked on.
Start off by making your position and scale moves. Then duplicate the layer and switch off (or set opacity to zero) the redundant parts. IOW, separate the crosshair and matte by using two layers.

I’ve attached an AEP that contains a composition with a single Shape Layer. The Shape Layer has a matte and four crosshairs. Expression Controls provide functionality and customization options for the crosshairs and the matte.

Your Fill’s opacity may be set to something less than 100%. If you had changed the Fill’s opacity after clicking on the Fill name at the top (Toolbar Area) then each time you create a new Shape Layer, the opacity settings will inherit the value you had set, there, previously.
This is true for other settings in the Fill dialog window.

When creating a new camera, the camera settings default to the previous values that were applied within the dialog panel (Cam Settings dialog window). This is how AE works with Solids, Shape Layers, Comps and Lights – essentially, anything layer that has a dedicated dialog window.

With different taper values at different points in time for different masks – I doubt such an effect exists. Looks like you will have to make do with individual masks or streamline effect instancing such that you can group masks that share similar tapering and time-related effects together.
