What brand and model number is your burner? How is it connected (IDE, USB, Firewire, SATA)? And what version of Windows are you using?

For the record, you’d need a modern system if you plan on working with HD, but Vegas Pro 8 itself doesn’t really require a modern system. My desktop machine is four or five years old, and I work with DV just fine.

Screenshot of your DVDA timeline, please? I have never heard of DVDA “losing” part of a file like this.
And just for our information, are you using DVDA 4.5 or 5.0, and are you planning to make a DVD or a Blu-Ray disc?

By rotating the parent track, you’ve rotated all of its children. (But you knew that part.) And because you rotated the track with “seen,” the media’s onscreen dimensions have changed. Instead of being 1280×720, it is now 720×1280 — the original width is now its height, and its original height is now its width. Your text is being cut off because you’ve moved it past the media’s edge.
The quick solution would be to open the “seen” text media and change its dimensions there to 720×1280 (thereby making the rotated version 1280×720. 😉
Don’t worry, this will not affect your project’s dimensions. Media dimensions are created by default as the same dimensions as the project, but it is perfectly acceptable to change them. (In fact, many people regularly make text medias larger than their project in order to get crisper text.)

As another Vegas Pro user making somewhat-educated guesses, I’ll mention that VMS does support plug-ins (NewBlue has one or few specifically for VMS). But I would imagine that the plug-in developer has the option of deciding which Vegas edition they will support.

Bring your mouse to the bottom edge until the cursor becomes two horizontal bars with an arrow pointing up and an arrow pointing down (as opposed to just a double arrow pointing up and down). Then click and drag UP to reveal the keyframe controller.

On that Properties tab, have you got two sections labled “Text Color” and “Background Color”? On both, you should see tools for adjusting the color. The tool on the top left (in each section) controls the opacity for that color. Drag the little white flag up and down to change the opacity level for that color — all the way to the top for completely opaque, all the way to the bottom for completely transparent.
You can also type a value into the Alpha channel box (the one labeled “A”) — 255 is opaque, 0 is transparent.

Two problems that I can tell just from that screenshot:
1. Your text has a black background.
2. The track with your picture is muted.To fix #1, click the little filmstrip icon for the text event, go to the Properties tab, and change the background color to transparent.
To fix #2, disable the Mute button (the circle with a line through it) on the picture’s track.
That will at least get your text to show over the picture. Then follow the rest of your other tutorial to position and scroll the text.

Sorry, Vegas doesn’t know how to access the date / time stamp information. You can use a third-party app to create a new file with this information burned over it. If you only need this information while editing, then you can edit with the new files and then replace those with the old ones when you’re ready to render.
Here’s one such program. But it only works with DV AVI, which (judin by the HDR in the name) I’m guessing your camera does not produce.
