You can. Park the CTI (playhead) on the title and double-click in the program monitor for direct manipulation with the mouse or the up/down/left/right arrow keys.

Well, in that case you can go to Preferences and play around with the Appearance slider to see if that makes numbers more legible.

The short answer is, there is no way you can change them although that may change with the next version of Premiere which will be unveiled shortly before NAB 2015.
