I have found a way to recreate what you are after using Premiere Pro’s built-in titler.
1. Open the titler.
2. Draw a line across the screen.
3. Go to Title Properties and pick 4 Color Gradient for Fill.
4. Bring the top and bottom right-hand Color Stop Opacity controls down to zero.
That’s it. Enjoy. ? -

Why don’t you import the line created in Photoshop into the project and composite it with the other elements in the program monitor?

Just go to “Timeline Display Settings” > Enable “Show Through Edits” > Right-click on an edit point > Click on “Join Though Edits” and voilà . 🙂

Just hold the modifier key (Ctrl) on PC when moving clips around.

The latest update (2015.3) allows you to do just that.

This is how I would go about it:
1. Drop the first clip on the timeline (V1) and scale it.
2. Create the desired path using keyframes.
3. Copy its attributes.
4. Drop the second clip on the timeline (V2).
5. Stagger it.
6. Paste the first clip’s attributes.
Rinse and repeat (steps 4 to 6) as you see fit.
