Some of the shapes are rather weird looking blobs…So maybe he is taking tracking data from a video with a moving camera and applying it to car lights or other lights found in the scene.

try rendering out to a png sequence..then check the colors on that…

Try using the polar coordinates or maybe one of the VR effects on an adjustment layer then playing with the line work below. maybe that will work

well if you have element 3d he could create a height map or even a terrain for you to use in element

why live trace and not auto trace from the layer menu? If its similar to the stroke effect the thickness seems to be dependent on the camera and the size of the composition

i always get the white lines if my displacement is too high…maybe if you used a simpler layer to displace..
