Would be worth to send to a short section (to techsupport at revisionfx dot com) to see if anything is possible. I might be totally off here as I am not seeing the video but maybe there is a way to key out the sparkles to do it in two passes or something?

Hard to say without seeing your media, the project and the settings used.
A usual suspect would be a tiny mismatch of FPS. Since Twixtor reads two existing frames to make a new frame, a slight mismatch of FPS can cause Twixtor to get twice the same frame – hence a freeze when slowed down.

After I wrote that I remembered there is a couple of examples here:

1) Output with no layer

https://www.revisioneffects.com/bugreports/results/output.jpgI did a quick matte (looks like below) – could be tighter (right now in Twixtor I set Inv Matte Shrink to 4 as this is a sunday afternoon roto job 🙂 — you need to do that on the original footage without twixtor – but look first where Twixtor breaks and this will tell you what source time frames you need a matte where.
3) Matted Foreground looks like this, we use the Alpha channel here

To use such matte in FCP to separate foreground from backgound, you first need to make an animated matte (black and white footage… Where white are pixels of the foreground element), and then drop it into the FG Mask clipwell of Twixtor.4) Also note: The footage seems to be shot with some nasty auto-sharpness or something – look at the dark blue fringe – and the ghosting around everything – that absolutely does not help

The short answer is yes. I will try to do an example this week-end using the two source frames that give the worse results on top right side hand to show you. I would usually cut a matte for the arm at the edge of the shirt and that will be what is called Foreground 1 in Twixtor.

I did a quick search on google, and looks like it’s a common problem. Curious what does the Inspector says for codec. Cinema Tools might not work with non native quicktime codecs (when quicktime is only a wrapper to another format)?

Yes, but he is not trying to conform per se, just change the Frame Rate as described in this tutorial:
