You can either reduce the size of HD footage to fit your SD project using the Motion>Scale effect or set “Scale to frame size” in Preferences>General BEFORE you import the HD footage.
Beware…rendering will take forever plus 48 hours. -

What is the resolution of your stills? What is your target audience…web, dvd, local playback?

What version of Premiere are you using? What special protocol did you use to create the .psd in Photoshop?

Soundbooth or Audition might do a better job with your audio. Open all video clips and export audio as 48,000 Hz/16bit and use those audio files to replace the ones in Premiere.

Importing video into Premiere does not duplicate the video anywhere. The audio could get “conformed” if it is not 48 Khz.

Page Up and Page Down keys will stop the CTI at every in-point in all tracks.

Capturing via USB, Firewire or copy/paste is simply data transfer from media with no changes made.
The exception might be HDV camcorders that can down convert HD to SD in the camera during capture.
Project (CS3) or Sequence (CS4) settings should match the properties of the video.
1080i refers to the resolution (1920×1080) and the i is for interlaced fields. -
A P4 CPU is just not up to previewing HDV. I think Adobe suggests Core2Duo 2.4 as minimum.

Boot into Safe Mode with VGA support and then install drivers or enable the card in Device Manager.

No, but CS4 can although you will need a Quad core PC to preview HD footage.
