You can either reduce the size of HD footage to fit your SD project using the Motion>Scale effect or set “Scale to frame size” in Preferences>General BEFORE you import the HD footage.
Beware…rendering will take forever plus 48 hours.
Soundbooth or Audition might do a better job with your audio. Open all video clips and export audio as 48,000 Hz/16bit and use those audio files to replace the ones in Premiere.

Capturing via USB, Firewire or copy/paste is simply data transfer from media with no changes made.
The exception might be HDV camcorders that can down convert HD to SD in the camera during capture.
Project (CS3) or Sequence (CS4) settings should match the properties of the video.
1080i refers to the resolution (1920×1080) and the i is for interlaced fields.
