In the Export Settings window, lower half of the right side are 5 tabs, one is Video. Top of the list on that page is Video Codec dropdown menu. Choose Windows Media Video 9.

If your camera is set to “Down Convert” to DV you must be in a “DV-NTSC Widescreen” Project preset.
If “Down Convert” is off, you must be in a “HDV 1080p24” Project. -
Things that can cause flickering on a TV;
1. Thin horizontal lines
2. Colors outside the safe range (16-235 RGB)
3. Serif fonts
4. Photoshop layers that were simplified and then resized up.Anti aliasing in PS can cause the drop shadowed look.

On-board audio cards like Realtek can be problematic but worth updating drivers to see.

My instincts would be to find a point near the beginning of the video clip where you can “see” a sound, like a person beginning to speak or the bride coming down the isle (music). Put a clip marker there. Put the audio on the timeline and listen for what you saw in the video. Mark that with a clip marker.
Align the two markers.Repeat this process near the end of the video. Rate stretch the audio to align the end markers.
Jump to the middle of the video and see if things are in sync…if not, you have a project from hell!

If the pics are high resolution (8-10 mega pixels) Premiere can run out of memory, Resize to about 1200X900 if you are panning or zooming or 640×480 if not.

You want too much…pick one concession;
1.Pixelated images if you zoom in to avoid black bars.
2.Squished if you want to avoid pixelated or black bars.
3.Black bars and avoid 1 and 2. -
I have seen power supplies and power strips cause more problems with external drives than the drives themselves.

Premiere needs to “index” mpeg files and .wmv as well before editing can begin. DV and most .avi files should import quickly.
