The 1.51 update was supposed to take care of the memory issue…it does for most. Disabling HT works for most of the rest.

Try this;
Solution 2: Change the affinity setting for the Adobe Premiere Elements.exe or Adobe Premiere Pro.exe process to use only one CPU.
To change the affinity setting:
1. Start Premiere Elements or Premiere Pro.
2. Press Ctrl + Alt + Delete and then click Task Manager.
3. Click the Processes tab.
4. Right-click the process Adobe Premiere Elements.exe (or Adobe Premiere Pro.exe), and then choose Set Affinity.
5. Deselect all CPUs except the first CPU listed (CPU 0), and then click OK.
6. Quit the Task Manager.

I would try deleting Premiere’s preference file…hold down the Shift and Ctrl keys while launching Premiere, then reset your preferences. Failing that, reinstall Premiere.

Playback options are probably set to “automatic” not “Highest quality” Experiment with all 3 playback options.

Do you have a third party capture card? Ctrl+g does nothing for me, F9 is the shortcut for new title. -
Windows Media Video works as well as any…full resolution (720 x480) at about 2 mbps.

No, Elements cannot display previews to a second computer monitor, but just like Pro, can pass thru a DV signal using your camcorder to a TV.
Previewing video targeted for TV on a PC monitor is frought with peril.
