I am afraid Premiere is not going to be able to help you with editing Mpeg files, at least without an $400 plug-in from Main Concept, but dont spend $ on that as I suspect you are going to have some quality issues using the ATI card…The analog capture feature is kinda just toy, but have fun.
A better solution would be an Analog to Digital converter from Canopus or ADS Tech Pyro AV link. -
When Premiere scales images automatically, it creates a smaller version of each still in media cache that does not hold up well to motion.

If you plan on pan and scan for the stills reduce image size in Photoshop to about 1200 x 900 using Bicubic Sharper. In Premiere, deselect “Default scale to frame size” in Preferences>General.

Capturing with ScenalyzerLive using Scene detection will result in a list of clips with the date and time as part of the file name and offer a small help when trying assemble each cam on the timeline. Even with that you have a huge mess.

Corrupt Prefernce file can cause issues. Hold down the Shift and Ctrl keys while launching Premiere until it asks you to select AB or Single track editing.

Many DVDs audio format is Dolby and I dont think Premiere can edit that.

The Source window is basically Windows Media Player and will play most any audio or video codecs installed on your system, but the Program window will only play those codecs supported by Premiere.
Audition might extract the audio and convert to PCM…or worse case record the audio while Media Player is playing it. -
Is your PC on a CAN (Campus Area Network)? (if yes, try disconnecting) Does it have Novell or other networking software installed? Administrators can restrict many aspects of a PC with this stuff.

1. Are you using Premiere Pro 2.0?
2. Are you using the Adobe Media Encoder?
3. Are you selecting H264 video as the QT codec?The reason I ask is;
1. I cant find where to choose uncompressed audio which you should not use as it will take up half your bitrate. Choose either QDesign Music 2 or Qualcomm Purevoice at 22 khz–mono.The reduced audio bitrate of about 48 kbps will help some by allowing more for video bitrate, but a combined bitrate of only 200 kbps is just not enough for your content at least at 360×240. Changing to 320 x 240 (square pixels) will help a little.
