Video compression is about compromise. You can have high quality OR small files…not both.
The best quality setting (using premiere) would be 7.8 mbps (video) , but that would require 3 discs and take your total bitrate to 9 mbps which is higher than most folks would take duplicated discs.
Using Encore or Premiere Elements with Dolby audio could take your video bitrate up to 6 mbps which is 1.2 mbps higher than Premiere for 2 discs. -
My take is that Scene Detect is only available when Temporal smoothing is turned on. At a scene change, luminance or color values can change abruptly and influence temporal smoothing in the frames before the scene change. Scene Detect prevents this and allows for the natural jump in values at a scene change.
I stay clear of all “auto effects”. -
Can you capture to an internal drive Ok? Are your video card drivers the latest?

I teach Premiere Elements on occasion. Imagine popping in a DVD and having Elements instantly rip the files into the project window, ready for more editing!!??$# Why do we bother with cameras? -
Yes, Steve…inquiring minds want to know how to miter the corners of a digital frame. I never was able to get a good 45′ cut with wood and have no luck with PS either, all I can do is 90′. See my pathetic attempt;

I just tried it and it works fine. In Pro use the import command to import the .prel file. You will need to change the “Files of type” in the Import box from “all Supported files” to “all files”. This will bring in a folder with all assets and a sequence icon into the project bin.
Dont know why one would want to do that as it appears it will be difficult to edit further. -

You dont need to switch formats, just bitrate. Click on the Video tab in the lower right quad and scroll down.
