I always took the Scene Detect button in the Auto-Color/Levels/Contrast effects to mean “if CHECKED, then ENABLE scene detection during processing”. However, the help file for PPro 2.0 says exactly: “Scene Detect: Specifies that Adobe Premiere Pro ignores scene changes when you have enabled Temporal Smoothing.”

So now I’m confused. Does CHECKING that button ENABLE scene detection, or does it mean IGNORE scene detection? I would assume the former… Please confirm so I know I’m not going crazy…

My take is that Scene Detect is only available when Temporal smoothing is turned on. At a scene change, luminance or color values can change abruptly and influence temporal smoothing in the frames before the scene change. Scene Detect prevents this and allows for the natural jump in values at a scene change.
I stay clear of all “auto effects”.
