Very simple…put a video or still background in V1 and your PIP video in V2. Select the clip in V2 and then click on the word Motion in the effects control palette. This will give you a bounding box around the video in the Program monitor…resize and click and drag,

In Premiere lingo it is called matte. Either try one of the garbage mattes or a track matte. I have a video tut for the latter on my web.

Try exporting just the audio as a .wav (48 kz) file. If that plays fine Then turn off the audio tracks and export the video as mpeg for dvd…load both into Encore, author and burn.

If memory serves me, Premiere 6.x would do that but not allow an audio clip to overlay an existing audio clip in the process (timeline signal). Premiere Pro will not advise you with a timelime signal that you are about to overlay one audio clip on top of another.

Are you in a network environment with things like Administrative privileges and disc quotas?
Are any of your scratch discs set for a drive that is not there? -
Unless you have purchased the codec from Sorenson or have Squeeze installed, you have the Standard version. To tell for sure; in the media encoder, choose Quicktime as the format, drop down to the video tab and choose Sorenson 3 and the Video Codec and then click on the Options button. If Standard dont use it…it is poor.
You can try the H264 codec but your audience musr have QT 7.x to play it.
Otherwise stick to Windows Media Video 9.
Either method, choose a 512 mbps preset and change the resolution to 480 x 360. -
There are plenty of video editing apps that can capture, edit then author and burn DVDs, Like Premiere Elements and Pro 2.0.

I find images with thin horizontal lines, like buildings with brick facades combined with motion can cause shimmering. Try either a small amount of Gaussian blur or directional blur (vertical).
Unsafe colors can also contribute, a little desaturation might help.
