For your purpose, put the text track above the video track (insert-video track if necessary). Go to the Media Generator tab, click on Text and click/drag the Default Text icon to this upper track. It will default to 10 seconds long. Place the cursor at the beginning or end of the clip and drag as necessary to shorten it if required. To fade in/out, place the cursor in the upper left/right corner of the text event. It should change to a quarter circle shape and will now say Fade Offset 00:00:00:00. Drag as required to create a text fade in/out.

Right click the video clip, select Properties and lower the Undersample rate. Try 0.5 as a start and lower this value if it’s not enough.

It is possible but, because it’s a video image (and is fixed at 720 x 480 pixels), I wouldn’t go any larger than a 4″ x 6″ image.
The final quality will depend on the quality of your original video. Obviously the better the video camera and quality of the original video, the better the resulting image will be.
Drop the file on the timeline, position the cursor accordingly, change the preview window setting to Best (Full) and click the floppy disk icon (Save Snapshot to File) at the top right of this window. Save itas either a jpg or png and print it. -
Vegas really doesn’t care as it will adjust the images accordingly to match the project property’s aspect ratio (Pan/Crop – Match output aspect or use a script).
The CS versions of Photoshop allow you to set the PAR (Pixel Aspect Ratio) accordingly. This is 0.9091 (NTSC DV) or 1.2121 (NTSC DV Widescreen). -
Not sure what to suggest as I haven’t used WinDV. I find that VidCap, the Vegas capture app, has always worked for me.
I looked at the WinDV site. Is it possible that you’re choosing type-1 AVI files instead of type-2? Or is it the other way around? Hopefully someone else can answer this question. -

By it’s very nature, DV is already compressed at 5:1 so why a different codec was used is beyond me.
Was this footage captured using Vegas? I’m guessing no but I’ll ask anyway. If no, how was it captured (i.e. what NLE)? -
Native Panasonic DV codec??
Assuming you captured via firewire, no codec is involved (until render time, that is) as it’s a digital transfer from camcorder to computer.
Or is this footage from something else? -
If you’re using Vegas 7, there’s apparently a WMV bug in it. Several posters on other forums have complained about it so we hope Sony will address it soon.
In the meantime, a workaround is to render to avi first, put this avi on the timeline and render that to wmv. -
Mike Crash has a number of filters on his site that you can experiment with. Be advised that a little goes a long way so do it in several small increments rather than one large one.
