So export the 23.98 sequence to a QT at 23.98. Put that QT in a 29.97 sequence and use the TC Generator. Unfortunately, I don’t think you can nest sequences with different timebases, so you have to export.

The ‘TC Generator’ filter in the ‘Effects > Video Filters > Video’ has setting for both DF and NDF. Will that work for you?

Have you trashed preferences and tried to use an easy setup? Just another idea?

Final Cut Pro’s preferences include a setting that lets you set the minimum space you want to keep available on a scratch disk. If you have limited scratch disk space, you may want to set this to the amount of disk space you want available for render files. If you use most of your disk space for captured clips, you may run out of space when rendering transitions, and clips with filters or motion parameters applied to them.
If you’re working with HDV, it’s important to note that this setting is not respected with HDV captures. If you wish to reserve a certain amount of free space on your scratch disk when capturing HDV, you’ll need to monitor disk usage yourself.
What is your minimum allowable free space?

Have you set your scratch disks to the Graid in “System Settings…” under the “Final Cut Pro” menu? How much space does it say you have there?

Wow, you cover a lot here. If I may, I think cloning your tapes to DigiBeta makes the most sense for the future, and honestly if they are that important, have it done right. That does a couple things for you. You can then digitize off the DigiBeta to edit, and preserve the tapes in a good future resistant format.
As far as the computer, when you say new G5, do you mean a new Mac Pro? I would also suggest a Kona3 Video Card. I think it is the most versatile. Many Blackmagic cards are very good too, I think this comes down to what one wants to spend on it.
You can still find new BVM CRT’s. But I have a PVM-14L5 as one of my CRT’s and I really like it. There are several on ebay right now. Again, I think it depends on the investment. Good Luck.

I think I would suggest duplicating the media to a second drive named exactly the same. That way, you can exchange projects without reconnection issues, as long as the mount point is the same: /Volumes/DRIVENAME.
Depending on your network and your source footage and/or your number of streams, sharing over ethernet might not be the best solution. But if you insist, maybe try connecting the machines directly with a CAT5e/CAT6 rated cable and turn on file sharing on the machine that is hosting the media in System Preferences. You can cut out the router/switch if you don’t need it, that might help a little with speed depending on your hardware…
