None that I know of, but even if there were – you wouldn’t be able to see those elements if they don’t exist at the playhead. This is why I like to start with all elements existing at all frames until I have everything set up and animated, then trim.

The Sequence Replicator behavior is what you want – you can use it to animate the opacity of each cell.

Turn off the Animate checkbox and instead keyframe the starting and ending values you want.

Motion is a motion graphics program and works with 2D planes in 3D space (if you want).
C4D is a 3D modelling application – completely different beast. It’s fantastic, and integrates well with Motion. Used extensively for broadcast design among other uses. May be overkill for you depending on what you are trying to achieve. Lots of good info on their site.

With that method you’ll need a separate copy of the shape for each tv screen, and the shape itself with need to be in the same position as each tv screen – easily accomplished by selecting the screen and the in the Inspector, dragging the Position parameter onto the shape layer.
