I believe you could make your sequence with the lower third Animation or ProRes 4444 (millions of colors+) and export a self-contained QT file with Current Settings.

You can do 12 db of gain with that red line, which is the clip level/audio keyframes. To amplify it further, use the Gain filter.
The position of the red line on the waveform itself doesn’t matter. Just pay attention to your audio meter to prevent clipping.

I know I’ve seen this issue on these forums before. I think a solution was to change a preference in the L&T window to remove pulldown. That wouldn’t work for PAL, though.
Until someone more familiar with this setup responds, I’d definitely search the forums more to see if anything sounds familiar.

You should try to test your DVD in several DVD players if it’s important, that’ll help you figure out if it’s an authoring issue or a DVD player issue.
I’d say go try it in a few other players since it seems to be something wrong with your setup.

I’ve had something similar happen. Either changing the sequence to ProRes or transcoding to ProRes altogether ended up solving it.
