I’ve worked a lot with Illustrator and – maybe it’s me, who knows – but I just can’t understand what you mean by “getting that hot new 2D animated look for video footage“.
(Won’t kill you to write “to” instead of “2”.)

I would suggest you reinstall your AAE. That seems to me the easiest answer and the easiest way to do it.

Depends wich version of Adobe After Effects you have.
Go in the effect menu: Noise > Noise.
Just play with the amount of noise.
If you don’t have that effect, that means you probably have a standard version of your Adobe After Effects.
