Can’t comment on Windows /Mac issues, but “timecode extents” could also be a problem if there are mixed frame-rate bases in the sequence.

It will probably only report one even if it is using the second GPU as a render device, as that is how Resolve counts things. The main thing is to free up the second GPU, and a common error is connecting it to a monitor. Does it ever warn that it is also using the GUI card as a media processor?

There would be another path available that might avoid unlinking, which would be to create a “new local version” for each clip.
Frankly, after Apple COLOR’s nightmare XML, I find anything that suggests unlinking anything to be a terrifying proposition.
