Easy to decide for yourself. Import footage and drop into the appropriate timeline, Scale it and decide if you like the result. By trying this first, you can make your decision and not have to alter the footage in any way.
I scale down large images in projects from time to time, and have been completely satisfied with the results.

Are you getting the sound glitch in timeline playback, or only in rendered files?
If files, are they MP4’s?

What file sizes are you getting now?

What version(s) of Adobe software are you working with? Also, what are the basic system specs? Where is your footage stored?

You cannot just change, the file extension, friend. YOu would have to convert the file using Adobe Media Encoder or similar software.
You should easily be able to pull down the YouTube video in MP4 format in most cases. This file should drop into a Premiere Pro timeline without difficulty.
Give more information about the steps you are taking, and the computer system on which you are operating.

And it is important to remember you need to make these changes BEFORE you place the clip in the timeline.

What wrapper/codec are the original files? SD or HD?
Are you attempting to export directly from Premiere Pro? Or are you opening the Premiere Pro project in Adobe Media Encoder and trying to output from there?
What file type do you need to output, if you could get whatever you wanted?
