I’m having a little difficulty following what you are having trouble with. I’m going to ask some perhaps very obvious questions, because I am unsure of your setup/knowledge level.
Are you making a complete copy of the media to your media drive? I mean bringing the full file structure of the original media.
Are you bringing it into your Premiere Pro bins using Media Browser and not the Windows Import dialog box?
You mention your media is Quicktime (the wrapper). What is the codec? If you do not know, VLC Media Player can help you find that information. It’s free, and I believe it should be on every media system. I’ve used it for years.
If these are questions below your knowledge level, please know I just wanted to help resolve your issue. No offense intended.

The first thing I would do is clear all cache files, Sometimes this will get rid of the issue.

I know some folks are fine with MTS footage. I usually transcode it to something else before editing.
If it has audio, I avoid MP3 encoding of the audio for editing.

I would guess 4K footage would choke it to death. You’d probably want to familiarize yourself with a proxy workflow for that material.
4k really would demand a RAID, which would obviously have to be outboard.
And I would want to double the RAM if it was me.

Without much more information about your system, media storage, OS, version of Premiere Pro, etc., we cannot help much.
Take a look at my signature, and try to provide at least that information. It will help move things “off the dime.”

If the machines are properly equipped, and you have adequate fast storage for the type of media you’ll use. You can edit on either one. I’ve used both. It is more a preference issue now than an advantage issue. If you are used to Mac, edit on Mac. If you are used to PC, edit on PC.
I am sure someone will disagree. This is my experience. JMHO.

Well my friend, volume is the level. So you may want to work with compressing the dynamic range. This can be applied to any audio, but the suggestions are primarily for voice.
I am not in front of my system so this is from visual memory. Somewhere in audio effects you’ll find “Dynamics”.
Drop this onto your audio clip and get into the effects panel. You find an “edit” or “custom” button that will open it up. In addition to presets in the dropdown menu, you can customize your settings and save them for easy retrieval.
For voice, I’ll EQ some (low cut if it needs it, and bump it up a bit to the 2.5-4kHz range). I’ll also compress and limit it. Compression pulls the quiet parts up. Limiting holds the top down. So you end up with a voice (or other source) with less (or almost none, if you are rough with it) dynamic range. The clip seems “louder” without a volume shift.
You’re just reducing the difference from loudest to softest parts and, in the case of the EQ settings, working to improve intelligibility. When folks don’t have to work as hard to hear everything said, the volume seems better, without being louder.

Further, I would suggest those are minimum requirements. I wouldn’t run with less than 32GB RAM if I could possibly avoid it.
In some cases (After Effects), core code is being re-written, which can make a difference. That said, we can almost always expect system requirements to climb upwards. It’s always a race between what manufacturers build the computers to do and what the software creators demand of them.

Jonathan, you just remember when everyone ran with much tighter hardware/software requirements, and did beta testing with beta testers.

Already footage in the 960×720 project? If not, can it and make a new sequence, cutting at full rez.
Footage already in there? Were they cutting with proxy files for some reason?
Full rez footage resized in the sequence? Make a new sequence, copy/paste footage over, or change existing sequence settings to match.
Something other than these options? Then I am just confused and deranged. Wait – I’m confused and deranged anyway. Never mind.
