If that SSD also is the home of your OS and apps, it is an issue. PPro doesn’t like footage on the same drive with the OS and apps.
If the SSD does not have your OS and apps on it, disregard.

The most you can hope for with that is improving it from “way, way too small” to “way too small”.

Quicktime’s integration of h.264 never was particularly good. Worth avoiding for sure.

We absolutely need much more in the way of specs, my friend. It is very possible to put together a system with “Good hardware” that the Adobe Suite will not like.
What processor, amount of RAM, storage devices, OS, and the version(s) of Adobe apps you’re using are good starts.

And the video clips are kept where?
If your video is living on the same hard disk as your OS and apps, that is a recipe for unhappiness.
I notice there appears to be nothing in your list of specs about hard disks or storage.

Is the footage stored on the C: drive, along with the OS and apps, or on a separate drive? Having it on the same drive as the OS, apps, and your project is a recipe for unhappiness.

It was happening with either approach, but not a deal-breaker anyway. I just went back to the template and re-made the file. Problem gone.

After Effects lets the raster and vector kids play together. Premiere Pro is strictly a raster playground.
