I would strike a “guess” that the audio used in the VOB file is not PCM Stereo or Dolby Digital or MPEG-II type stream.
If the audio is 5.1 that could affect CS3 ability to understand it. If the audio is THX that will not be understood as Adobe don’t have any THX export ability, there won’t be any import either.
I have found that if you can open the file in VLC player you can export the audio out to a WAV and then link and sync it in PPro for further editing.

Is it possible that you haven’t got the timeline selected when you go to File>Export… That will grey out Tape if you aren’t actually on the timeline panel.

I am relatively stunned that your system can enjoy CS4 at all. It is a very old system indeed. I would say a core2duo at bare minimum.
You didn’t mention what kind of media files you are working with or the version of CS4 you are using.
2 gig of ram is not enough really. 4gig which maxes out what’s seen on all 32bit systems is recommended.
Is it possible you have another application running in the BG? 2gig will choke with another app running.
Or maybe you have a virus app running? that can screw things up.
We need to know what you are cutting and how long it is. A long form project can fill up the RAM real quick. Again 2gig just aint enough along with a Pentium D this computer is under spec.

If it is grey then it is not set to monitor through the camera in playback settings. Set the camera then the audio device option will appear.

Go into the program output setting and open up thenplaybacl settings. Tick the box for audio to device. If it is set to desktop it won’t be sending audio out to the deck.

I am curious as to how you are transferring from one project to the other?
I would copy the audio I want in another project into a new sequence for just the audio. Then I would close thr original project and open the second project. Now I would import the old project ans select just the sequence with the audio. That will import all the assets used in the sequence and add it into a single folder. Now open the imported sequence to see the audio files. Copy and paste into desired sequence.

I think what are after is called ripple. Where you have a cut and you want to push or pull the cut point to a different point.
Using this in the timeline allows you to fine tune the frame an edit occurs on. You can change the selection arrow temporarily to the ripple tool by holding the cmd key (Mac) or ctrl key (PC) then release the key the show the selection arrow again.
Ripple tool allows you to extend a clip or shorten a clips in/out points while preventing gaps appearing in the timeline.

I would try this:
Open a New project with nothing in it. Then go to the Preferences and clean the media cache.
Close PPro and relaunch. Then try to import the project into a new one again.
You might have a corrupted file that won’t go through while its still accessing the same cache for it. So a clean might help you rebuilt it.

What version of PPro are you using?
What kind of media are you working with? mp3? wav? aif? video formats?
This is odd behaviour, we may need some more details to attempt to replicate it, or rule out a bug, or offer some ‘workaround’ options.
