I’ve encountered this a couple of times. Somehow the frame rate data that FCP reads is screwed up.
Open it up in Cinema Tools and conform it to the proper frame rate (it works instantaneously). Since it already is the proper frame rate, nothing actually happens except the metadata gets fixed.

Try turning off your realtime scopes.
(just control click on the scopes for the option). -
If you are doing an open ended “Capture Now” instead of logging and capturing, FCP will temporarily make the largest file possible for your capture scratch drive until you stop capture.
It goes back down to the appropriate size after you stop capturing.You can control this behavior by setting a maximum capture size in your preferences. Be aware that it will automatically stop capturing once you reach this size limit, so choose it carefully.

Do you have the camera daisychained to a firewire drive?
If so, connect them separately

Just finished a 2 hr HD show for MyNetwork TV. Smooth as glass.

If you have rendered or mixed down your audio, it will continue to play, because all tracks are ‘baked’ into the render file. You’ll need to cause them to become unrendered to solo the tracks.
Disabling then re-enabling the clips or tracks works well for this. Should not take long to re-render audio, if necessary. -

This is a limitation of the DVD spec itself. Not DVDSP.
Hardly any commercial DVD’s use Photoshop menus because of this.
