Yes. You need the intermediate step of converting to NTSC. The MPEG encoder doesn’t do standards conversion…it’s very complicated to make the GOP structure while converting standards.
You can down convert to SD and convert to SD in one step though. Use Pro Res or Uncompressed 8 bit for your intermediate file.

You can’t.
You need to create a new project . You can move bins containing footage at any frame rate into that project. When that footage is placed in a timeline, a Motion Adapter will be applied to convert the footage to the project frame rate.
(in version 5.x anyway)

Decklink will remove pulldown but it will not CONVERT 29.97 to 23.98. If your footage is plain old 29.97 interlaced footage, no capture card will convert that to 23.98 smoothly. You need a Teranex, Snell and Wilcox, etc. for that.

The Decklink will not convert video frame rates. Nor will any other capture card.

The file may be protected. I ran into this once even though I had permission to use it. Client had to supply a new file

The Canon Log and Transfer plugin is a bit buggy and the timecode it derives from the THM files should not be considered 100% reliable.
Consider your ProRes files your masters and back them up accordingly. As has been stated, they are more suitable for editing and grading anyway. No need to go back to H264.

Nope. Pro Tools. AES is an Audio Convention.

Although “under the hood” each drive, whether internal or external, has its own trash folder, they are all controlled via the desktop as a single trash can. So emptying your desktop trash also empties the external drive trash.
It’s possible to empty them individually via the terminal, but that’s rarely needed in general use.

Take a look at Adobe Premiere Pro in the Adobe CS5.5 Production Bundle. Pretty much offers the same thing that FCP used to offer.FCP as you knew it is dead.
