Rather than giving you incorrect information regarding DVD requirements I suggest you place a post on one of the other forums.
4:2:2 is a sampling rate of color and luminance values and has nothing to do with pixel aspect ratio. I did a quick search and found this link which should fill you in: https://www.studio1productions.com/Articles/411samp.htm
As long as it doesn’t mess up what you’ve already done I’d recommend fixing the apspect ratio on your 1024 comps. If you can live with it as it is don’t bother this time.

1. Create a circular mask.
2. Copy the mask to the clipboard.
3. Select the Position property of the layer you want to rotate
4. Paste
5. This will create position keyframes which are automatically set to “rove”. Just drag the end keyframe to change the timing.JD

I mainly use the mouse because I like the functionality that the wheel offers in AE but I do use a Wacom for Painting and have to say that AE7 is easier to navigate with a pen than previous versions. I use a 6 x 8 inch Wacom which does everything I need but doesn’t take up too much desk real estate.

Well I’m guessing there might be more than a little Shine used in this one :oD
Try creating a fast moving, high contrast fractal noise layer in one comp, then use masks in another comp to make the strokes, and apply Shine with the Boost Light setting slightly increased (keep the Ray Length setting low). It looks like the Electric setting has been used at it’s default color.

If you want it to be 16:9 (720×576) then drag it onto the new comp icon in the Project Panel and set that comp to D1/DV PAL Widescreen using the Preset popup in the Composition Settings dialog box. This will change it to the correct pixel aspect ratio. It will look squashed but that’s supposed to happen. You don’t need to scale it to 70%, AE does all of the calculations automatically.
If you want it to be 4:3 (720 x 576) then do the same as above but choose the D1/DV PAL setting (not widescreen). This will give you a centre-cut version with the edges of your 1024×576 comp sitting outside the viewable area.
Then just render and your good to go.
By the way, your 1024 x 576 shouldn’t be using 1.07 pixel aspect ratio, it should be 1.0 (square pixels). Once again if you stick to using the presets you won’t need to play around with the PAR settings.
Hope that helps,

Save the file in .obj format and you can import it into for 3D Invigorator.
