No, it’s got to be the background.
That said, you can artfully design everything so it does look exactly as you want it. This usually requires that you place the video in Premiere or After Effects, and then export a clip for use as the video background of the menu.

You want to create an easter egg.
Usually, this is either done with a subpicture-only button (no other layers, or all other layers hidden in the Layers panel, which means the button is not visible until it is selected), that links to whatever material you want the finder to get to.
Depending on how complex it is to be, you may want to limit access to the button by limiting which other buttons will route to it.

Your menu should have an end action only if it has a fixed duration (e.g. either it’s a motion menu with a finite number of loops, or you only want it onscreen say 30 seconds, etc.).
If your menu is a still menu, the default behavior is to hold it forever until the user presses a button. In this case, you do not need a menu end action.

You can also move out elements in the button layer set that don’t actually need to be part of the button, and have them as part of the menu instead. To the user, the design could look exactly the same, but the button rectangle would be much smaller.

Remove all overrides.
Whatever task you are trying to achieve with them can be done more easily with chapter end actions and chapter playlists. If you don’t know what overrides do, then definitely remove them as you will get strange navigation behavior otherwise.

Uncheck “Optimize Stills” in Premiere’s AVI export dialog, then re-export to AVI and try it in Encore again.
This assumes that you are using a version of Encore prior to 2.0- if you are using 2.0, then something else is amiss.

It could be a performance problem in Preview mode. Have you tried burning a DVD and testing it in a DVD player? (burn it to RW, which will save you a coaster – you can burn to an RW disc approximately 1000 times).

Animated buttons do not play with sound. If you want sound, you must add it to the audio background of the menu.
Regarding how long it plays, check the menu Duration field in the Properties palette. That value is exactly how long your button animation will run
