    Hi,
Is it possible to insert video loops on top of a menu – for example use a photo as a background – I created a cutout of a window in the photo so it’s another layer – I can change it to a button, but that isn’t what I’m looking for obviously. In other words, not video as a background, but inserted anywhere onto the menu to play without being a button…
    Possible?

No, it’s got to be the background.

That said, you can artfully design everything so it does look exactly as you want it. This usually requires that you place the video in Premiere or After Effects, and then export a clip for use as the video background of the menu.

Like Joe said, you need to “bake” all such stuff into the background of the motion graphics/ video you use for the background using AE, Premiere or any other tools you may have handy.
