Yes, it is possible as Blu-ray supports SD resolutions and frame rates (except 24p SD).

You must save the document in Photoshop before the changes appear in Encore. The message you received usually occurs when you have more than one instance of the menu opened in Photoshop (i.e., you did an Edit in Photoshop of a menu, and then left it open in Photoshop, then did another Edit in Photoshop of the same menu – then saved the second one).

Encore doesn’t support importing projects, or having more than one project opened at a time.
The only shortcuts I can offer is you can save your menus as templates, but that doesn’t retain button links; and if you set your chapter markers from Premiere, those will be retained when you import the asset into Encore and add it to a timeline.

Blu-ray does not use a VIDEO_TS folder at all in its file structure, so what you are doing will never work.
Instead, build a BD image, and then burn from the BD image using an application that supports burning BD images directly.
On Windows, ImgBurn can do this. Don’t know if there’s a similar application for the Mac (although I thought the latest version of Toast did – check their Help to be sure).

Good advice (about not using overrides unless you understand what they do).
However, only a user can set the override…Encore will not do this by itself.

Perhaps you could put the clips together in another NLE, then export a single AVI for use in Encore.
Otherwise, upgrade to the latest version of Encore.

HD DVD encoded to MPEG-2 should be usable in Encore without re-transcoding – IF you build to Blu-ray. However, if you try to build a DVD, it will get re-transcoded to be MPEG-2 legal for DVD.

Are you testing this in Encore’s Preview, or burning a DVD and testing in a player?

Encore outputs a SWF file.
I myself have not seen motion menus exported to Flash display black, and I have done many.

Yes, Encore supports 4:3 and 16:9 in the same project.
