Right click on the event, under switches, un-check “Lock”. You can also do this on the Video event tab of the event’s properties dialog.

It looks like you never closed your mask. In order to define a mask you must end up clicking on the first anchor, (the pen tool will have a small circle just to the right of it.) Then, everything within the mask will be visible (Positive mask) or invisible (Negative mask).

I suspect that at some point you deselected “quantize to frames” and your video has been moved a fraction of a frame. Later when “quantize to frames” is back on and the second event “kisses” the first event, it snaps to a frame boundary and they actually overlap less than 1 frame and hence the 0:00 cross-fade. This would explain how the problem “does not happen with consistency or a discernible pattern”.
“quantize to frames” is (to my knowledge) for working with audio when you want to move it independent of frame boundaries.
See if I am right by moving things around while quantize is off and your timeline is zoomed in enough to see the fractional frame.

I set my Vegas project to 1280 x 720, that gives me some zoom room on my 1920 x 1080 footage. I render this as a 1280 x 720 mpeg (.m2t). Then I drop that into DVDA and make sure my project settings are 16:9. I have had consistently good results by letting DVDA render it down to the 720 x 480 widescreen.

btw, my workflow includes in Vegas Pro 9, so I suppose there might be differences in Movie Studio 9, I have never worked with it.

I used parent motion (track 1) so the text and the bar (tracks 2 & 3) could be rotated (or zoomed, or whatever) as one object. There are two masks at work on track 3. A positive one and a negative one, be sure to notice the mode. The positive one limits how much of the solid you will see, the negative one makes it disappear from the center out.
The opacity turned out to be 45 percent, see track 3 level.
Ignore the marker, things got moved.

I would use a white solid color generated media, adjust the track composite to about 15% (?) and use a mask in the event pan/crop window with keyframes to animate the thing.
