I’m using CS6 programs.

Do it all the time.
I set session for 16×9, and put a layer of 16×9 video on layer 1,
Then put 4×3 video as layer 2, cropping if it’s real wide blanking.

This way. You don’t have to find a 4×3 display.

I can’t speak for W10, but a couple years ago at work I installed and ran it on W7-64 Enterprise, and it worked flawlessly there.

Not that even after you change NVidia Control Panel to 0-255, the Only display that actually switches to 0-255 is the Waveforms, and only YC waveforms are accurate… RGB is clipped, and Component (YUV) is incorrect, though it also shows 0-255…

Note that any Composite Monitor (Edit or Program Monitor– Or Reference Monitor) does not see this change in CS6..

Without changing it you won’t see 0-255 on YC waveform.
You won’t see it on PPRO PGM monitor afterward

I seem to be solving one question to ask another….
Desktop Server…. Render to H264BlueRay out of Premiere…. Into Encore…. Works on BR disc… Now why not on Laptop?

Later today or tomorrow at latest, will try this same approach on Desktop/Server, in the off chance that Matrox is the reason why I’m seeing 0-255 in Premiere …… I’ll render to MPEG2-DVD and MPEG2-BR as you requested and try the burn that way and test playback again….
