They don’t mean just arbitrarily setting the dialnorm number to -23 in the Dolby Digital encoder.
What they mean is that the level of your ‘dialog only’ track, when analyzed by a program such as AudioLeak will yield an LAeq level of -23.
LAeq stands for the long-term A-weighted sound pressure level.
(If your program is already a mix of dialog, music, and Fx you will get an incorrect reading.)If it doesn’t match, you will need to adjust the overall level of your dialog track up or down untill it matches.
Then bring to the encoder. Now you can enter -23 in the dialnorm box.
It’s essential that this number is correct, as it determines how the perceived level of
you program matches the levels of other encoded material on either side of yours.
I know you’d like this to be really simple, but it isn’t.

OSX 10.4.10 has not been a problem for me but QT 7.2 is.
In particular if you use Flip4Mac export from FCP for WMV creation.

Either they will come up with a fix or Apple will, we are waiting.
(I have another issue with sample rate converion in Compressor 3.0.1
after updating to QT 7.2, but that’s for another thread) -

You need at least an LCD HD monitor with component inputs.
You monitor through the Kona 3, not your computer’s DVi or VGA outputs.
Have you looked at setups in the Kona 3 manual? -

Steve, there are no “none” choices under any of the drop down menus.
What you may be remebering is that if you chose a format for which
a capture device isn’t connected you will get a window with the following:
