I’m not familiar with Windows 10 (I use Win 7), but I think Windows 10 still has Ctrl+Alt+Del to bring up the Task Manager, or maybe it is Shift+Ctrl+Esc keys. Try which ever of those work to get the Task Manager up. Don’t do anything in Task Manager, just close it up and return to Vegas to see if this releases the freeze.

Does Vegas 9 have Pan & Crop with a mask? If so, that is all you need for one way of doing it.

Did you take the screenshot when Vegas had a screen freeze? What did you do to get out of Vegas and start again? Did you get a crash report?

In preferences, I would set the Dynamic RAM preview max back down to the default of ‘200’. Then GPU acceleration of video processing to ‘Off’.
For source media, download the free ‘Mediainfo’ application. Caution, most installations will default to install other apps which you do not need or will want, so pay attention to the install/download process and uncheck any unwanted apps they sometimes package with ‘Mediainfo’. Start Mediainfo and on the ‘View’ tab set it to ‘Text’. Then use the ‘File’ tab to load your source media. Post a screen shot of this text display.

I’m puzzled by this line in your original post, “And another thing, the images on the video track are also low quality …“.
If you are previewing ‘Best (Full)’, that should be the best you are going to get in your renders. If that quality in your Vegas preview is lower than your source media, there is something else going on way before the render.
Can you post screen shots of your source media (using Mediainfo in text mode), along with a screenshot of your project settings, and a screenshot of your ‘Video’ tab in ‘Preferences…’?

I would start a new project, add just one source media and match your project setting to the media. Set the render to ‘Best’, use ‘CPU only’ to render and then render a test. This is about as clean as you can expect to get and see if the render quality is satisfactory.
If so, perhaps it is something you are doing, such as FX applications.

What does your Vegas do when it crashes? Does it freeze? Does it give a crash report?
What Operating System are you on (I may have missed this is your earlier replies)?
