The way you delay the appearance of the buttons is through the menu loop settings: Menu Page Properties>General>Loop point (menu length must be set first).
You can use highlight masking to have buttons appear only when active as long as the whole button uses only one color.
You create a highlight mask in a paint program (e.g Photoshop) by placing the button shapes in their proper relative positions to the menu page. Make them black on a transparent background and save as .png to preserve the alpha channel.
Place the highlight mask in Menu Page Properties>Background media>Highlight mask.
Place your media on the menu page and make the buttons invisible by making them image only and then delete the thumbnail, both in Button Properties.
Resize and position the boundaries of the now invisible buttons to correspond with the highlight mask buttons.
Change Button Properties>Highlight>Style to one of the overlay modes.
When you preview, you should now see the highlight shapes only when you have navigated to the button that covers that part of the highlight mask.

To send out as a sequence of still images use Tools>Scripting>Render Image Sequence.

I think they meant MPEG2.
The highest quality depends on what’s really going to happen to the file in the end. If it’s Mpg2, then your best best is to provide a one-generation render to that format.
There are also uncopmpressed formats to choose from, which could serve you well if file size is not a factor.

You can also save and apply your FX settings as an FX Chain by clicking on the ‘add fx’ button and where you see the list of FX there is a Save As box on the right.
Remember also that you can apply FX to the whole media file (as opposed to the individual timleine events) by applying them at the Project Media level.
