With Ctrl/Drag you are defining how long it takes to play back a complete video event, so you are not changing the start and end points of the video.

Velocity envelopes change how fast the video plays within the duration of the event on the timeline. So if you speed up the video, it will use video frames that are past the defined out point you start with, or if there is no more video, will start again from the beginning.

You can change the order of audio FX by dragging them at the top of the FX dialog. The order does effect your outcome.

The black you are seeing is actually transparent. If you put solid white from the media generator on a track below, you’ll get the effect you want.

You could drag out the in point to the start of the media, then add the wav file to the audio as a Take, then drag it all together to the in point you want.

Not sure what’s causing your problem, but a simple way to do this is to crossfade two versions (one with FX, one without) of the video with each other.
