Besides using Volume envelopes as Mike mentioned, you can use thrird-party software like Excalibur to duck your audio automatically.

A 4:3 monitor should display widescreen as a letterboxed picture just fine. Unless it’s true anamorphic widescreen, it’s just 4:3 with a mask anyway.

I asked about HD vs SD because a good option for displaying HDV is a secondary, widescreen) computer monitor.

Set up your ausio any way you want with mutiple tracks, FX, etc,
then render it all as an AC3-file

Rip the DVDs directly with Vegas. File > Import > DVD camcorder disc.

As you make your adjustments, notice the notches that appear along the top of the event. Those are showing you the loop points. Just trim the event back to the first notch.
