I’m not following your equation of PAL = not too good.

Anyway, you can just rerender as NTSC mpeg2, but keep in mind that this will compress it again.

Just apply the filter to the track. There’s an FX button on the track header.

How slow do you want to get it? Past a certain point, you are going to see that the source is separate frames.

Vegas does excellent slo-mo (within reason) without additional plug-ins.

No, not automatically. However you can make many adjustments with several of the FX, notably the Color Corrector.

You can easily control pitch by selecting your audio on the timeline and hitting the + and – keys just to the left of your backspace key.
