    Can someone point me towards a tutorial that will help me say selectively move a filter around over a certain place on a clip.

    Eg. I have a friend walking around and i want a fish eye lense kind of effect ONLY on his head, giving him a balloon head look to make it funny. How can I make a track that is just this effect and resize it his head and track it to follow him. I guess i understand the track motion aspect and keyframe it to follow his movements. But help me out with the applying the filter over it.

    This would also apply to the “police pixelating privacy blur”. Any help would be appreciated. Thanks.

    Just apply the filter to the track. There’s an FX button on the track header.
