Use the Secondary Color Corrector’s ‘Select effect range’ eyedropper to drag across the color range you want to define.
Click on Invert Mask.
Slide the Saturation slider down.

Turn off your split screen view in the preview window. The button looks like a box with a circle in it.

Open one instance of Vegas, make your settings, then close it. When you reopen, they should be there.

Add the new ending to the project overview, then reset the end of the media you want to change to the new outpoint. Then make the end action of the changed media to be the new ending media.
You can link assets through end actions or playlists.

< And left and right arrows move you one frame at a time.< That depends on your zoom level unless you've programmed your keyboard for the arrows to use the Alt/Arrow command which always is one frame at a time. Gary

You can easily edit frame-by-frame using the numeric keypad.
7 and 9 keys put you at the first or last event frame. 1 and 3 keys cut or add frames.
