I’ll go out on a limb here and say that you can’t for a DVD but you could for a Blu-ray. In Tools/Burn Disc/Blu-ray Disk in the section called Image parameters change Untitled.iso to whatever. Never tried it but it could work… I don’t have any blank Blu-ray disks handy to try.
DVD Architect is the way to go. You get to control everything that goes on the disk.

As a foot note, if you have noises that need to be removed, it is best to have it done before anything else. Just as you would denoise your video file before colour correction. You will get a much better result with less loss of what you want to keep. The denoising algorithm work better when there are no audio level variations. Always try to start with the cleanest slate.

Your audio specs are a little funky. My guess is that it came from either a smartphone, IPad, a Playstation or Nintendo or something along those lines.
An .MP4 is only a container just like .MOV, .Mpeg, etc… You can compare it to a office file folder that can have a blue page written in Hungarian, an other file could have a red page written in Swahili…. you get my drift. What you need is a file that contains a page in a language that Vegas can understand.
Like George said, run it thru Handbrake and make sure you convert it to a format recognized by Vegas.

In addition, it would be a + if you could tell us what you were recording. If it was of the Web, it must have been a relatively older clip to be interlaced. Learning about your source file will help us help you.

What version of Vegas are you running ? Some features in Vegas are present or not depending on the versions. The example below comes from V14 (I still use some older version depending on my needs + I’m out in the field and using V14 on my laptop. V16 is on my desktop)
You can do something similar using Pro Titler and the Active Camera features available in V14. It does involve some tinkering and tweaking but you can get there.
That’s one way of doing it. Maybe somebody else knows of another way.
If you’re going to get really serious with titling, there are a few options out there. NewBlue is one of them. Some may even have the pre-packaged effects you are looking for.

I seem to remember doing something like this way back when… Duplicating the track, I believe I used the Velocity Envelope dropping it down to 0% at the point where it needed to be and then doing a masking effect in Pan/Crop on top of the other synchronized track.
If it’s not all that clear, I could make a quick tutorial if need be.
