Def need to shoot HFR (you can see the strobing) to get started and yes its all camera at the plate.
Then bring it into AE and add all the goodies e.g. blur, motion blur, etc…

The example you sent could have been fixed prior to avoid the strobe but maybe they wanted that effect.

Im not sure what you mean by storyboard.

To me these are all out mograph ideas slammed with hard cuts.

I am sure you can tie in some of the transitions with some of the elements here and there.

Intuos Pro Large on Mac Pro 2019 Ventura and 6.4.1 Wacom drivers work fine.

We used the paint on solid as a test run.

No crashes here.
