The audio is 24 fps and the Video with audio is 23.976?

You can conform one to the other using AME or Compressor.

Then sync.

Audio is recorded in “sample per second” not in “frames per second” so we need the sample rate of the audio. And since audio is not measured in frames per second, I have to question where you’re getting this information from.
