    If I remember correctly, this effect is often done in camera, shooting at a slower frame rate to create the blurring lines when played back at normal speed. Take a look at the echo effect, I think that might help.

    Def need to shoot HFR (you can see the strobing) to get started and yes its all camera at the plate.
    Then bring it into AE and add all the goodies e.g. blur, motion blur, etc…

    The example you sent could have been fixed prior to avoid the strobe but maybe they wanted that effect.
