First of all, make sure you download the manual. Over 300 pages of good info.

As for training DVDs, there are seversal options. As far as I know, here’s what’s currently available:
Gary Kleiner: Vegas 5/DVDA 2 training (Vegas 6/DVDA 3 update/full versions still in the works). Just open any of Gary’s posts here and look for the link at the bottom.
Class On Demand: Vegas 6 full version now shipping. Not sure how much it includes about DVDA 3 but DVD Architect is listed as one of the topics. You can find a Vegas 4, Vegas 5 update, and Vegas 6 version listed here: https://www.videoguys.com/COD.html
Sony: Vegas 5 + DVDA 2 “update”. Should be Vegas 6 + DVDA 3 “update” soon.
Spot: Vegas 6/DVDA 3 “update” now shipping. Best to build upon the Vegas 5/DVDA 2 full version.

Letting DVDA do the render should be fine.

Installing and registering DVDA should have automatically registered both MPEG2 and AC3. If it did not do so, contact customer service and they will be able to assist you with this.

You have many options for better text. In fact, Vegas COMES with one – Boris Graffiti Light. Boris Red offers the same functionality but us much more expensive. Boris Red or the full Graffiti package works directly on the timeline. Another one that works directly on the timeline is Heroglyph. There’s another one by Cayman Graphics.
You can also use external programs, render to AVI, and import those into Vegas. Common ones include BluffTitler, Cool 3D, and several Flash programs.

It really depends on what you’re wanting to do. If you have a story and then present three options, they follow an option and you present three more options, etc… then, yes, DVDA3 could do that. It would take a TON of planning on your part, though.
If you’re asking if you can set the various registers that affect the underlying programming then, no, DVDA3 cannot do that.

40 should be well under the menu limit.

That’s also the only way I can think of. I’m not sure what the quantity limit is as far as menus are concerned. The size limit would be 1 Gig.
For that specific task, you may honestly be better off with something like PowerPoint.

Right-click the event, choose Video Event FX… and then pick the Sony Chroma Keyer effect.

I don’t understand why you would have to “delete everything off the timeline and start a new project”. Start a dummy project and capture all the media which will put it into the media pool. Now you start working on section 1 and you do a File – Save As for that section. Go back to the ORIGINAL file and start working on section 2 and you do a File – Save As. Once you get all the sections completed, start a NEW project and simply add the previously created projects to that new timeline.
Based on reading your comments, it sounds like you are using these “timelines” as simply place holders for the media. That’s what the media pool itself is for. Or I’ll frequently drag several clips to the timeline, select the small sections I want to use, and then delete the originals off the timeline. Scripting comes in handy here.
Perhaps you have a workflow that could be implemented/augmented via scripting. I’d be interested in discussing that with you.
