Depends on the quality of your H264 files. I am not a fan of editing with H264 Proxies or otherwise. Its a distribution format not a post workflow format.
Exporting what you need from the old projects will create a cleaner project for you.
When done, always export out a pro res master, and then consolidate a copy of the project to a new location for archive and future revisions. Have it make a copy of the footage, not transcodes. Hard drives are cheap. Store it on an external portable and you will thank yourself next year when you have to revise it.
You are on the right track.

Well I hope it isnt buggy now that you have pointed out a way to get motion blur on a basic transform! Never used that plugin!

The test here is to launch Black Magic drive speed test and AJA drive speed test and run on each drive simultaneously so you are working one test on Raid, while the other test is on your cache drive.
While performing playback or write actions to your drive that are not being tested by the software speed test.
Then do the same thing testing your internal esata with speed test, while another software is working your cache drive.
My feeling is that having your footage on internal eSata is better than Raid0 external via USB 3 since all your other drives are also on that same USB3 buss. I think you are going to hit a USB3 log jam. But honestly, you are going to be fine.I would check your Mobo specs and see which USB3 ports may or may not be on a different lane and split off your raid to that buss.

If you have action crossing fully across frame, you will notice it more.
I tried two different processes, both in After Effects, but same can be done in Premiere.
One, 23.976 Timeline, footage interpreted to 36fps.
Other was 23.976 timeline with footage interpreted to 23.976 and time stretched by 66.734% and tried the different interpolation methods. Again on this clip, there wasnt much difference.
But 1.5X (75% time stretch equivalent) speed is a no go. That is not an accurate speed correction. You are going to have to do a 66.734Good luck.

1 in 3 frames is going to be kicked out so I would play with the various frame interpolation modes. Blend, Mix, Pixel motion etc.
Play with nesting the clip and time stretching, then adjust your quality.
If you have a short clip that I could download I could test some settings for you. -
I think this is a bug. It appeared about 4 versions back. When adding text to over a layer with an opacity mask, the crossfade transition causes a black blip at the head. I have found that using crop instead of the mask tool solves it, but interestingly, in my case using an opacity keyframe instead of the crossfade transition also makes it go away…

I just used a different camera and recorded some 59.94 footage, put it on a 29.97 timeline and put 50% speed on it and it and every other frame is repeated. However IF you interpret it first to 29.97, it will actually be smoother slow motion. Try it out.
But this test has shown me that INTERPRET IS still working and I had a different issue.
My FS7 is shooting 59.94 with a problem.
I just used a X70 for 59.94 and it came in proper.
Now to determine if it is a UHD 59.94 problem or not.
When this is done I am going to have to edit my original post as it now appears the FS7 is the issue.Sorry Adobe.

BUT this is all Sony AVC codec files. I just rendered out a 59.94 color bars clip with TC on it, and the interp worked.
I am beginning to think that something has broken in the way that Premiere is importing Sony 59.94 media…
Or the FS-7 has developed some problem…
Anyone have a link to any other 59.94p test files? -

Just took a 29.97 clip, interpreted to 23.98 and put on a 23.98 timeline and it is not replicating any frames and is playing at partial slow speed perfectly as it should.
