You have a few problems in terminology that are probably limiting the responses you seek.
Time Ramp %? You mean speed changes per clip, or are you actually are making the speed accelerate over time on each clip?Next you say you want to “slide, and dolly out and pan”. What the hell does that mean??
Slide? Dolly out? Pan I get. Sounds like you are wanting to do some post-production moves on your 4K clip in a 1080 timeline. Dolly is a production term, not post. So we have to assume you want to control the scale and X + Y values over time with keyframes.Now assuming you are having problems with nesting is because you need to create a 4K timeline with your four clips, and THEN nest it as a 4K nest. That 4K nest would then be put in a 1080 timeline for zooms and such. Put 4K clip or nest on 1080 timeline. Select the clip or nest on the timeline, click on effect controls tab in the top area over the source monitor.
From there you will see Position and Scale controls for adding keyframes and positions. Two keyframes are required to make a move. -

There just isnt the right math to make 60 look like 24. With 48, every other frame will be kicked out and should look like 24 given your doubled up shutter setting.
Shoot 59.94p for 29.97p. In theory as I have not done this yet. I am wanting to do this on an upcoming broadcast shoot where everything we have been doing for this client was 29.97 delivery and yet I want the extra frames available if I want to do slow motion.However, I am also looking at shooting a test with footage shot at 38fps progressive, then editing 29.97 with the footage interpreted as 29.97. Should give very subtle slow effect.

Dont buy a Mac Pro. They are WAAAY behind on updates and are far too expensive for what is now 3 year old tech.
I would get a 5K Imac with i7 and as much Ram as you can afford to buy, but buy your Ram from MacRam to save from being gouged by Apple. -
The obvious answer is to go to the nested sequence and copy the tracks you want and paste them into the new sequence.

When you past layers, highlight the target layer number that you want your lowest paster layer to target and the others will layer up on top. Now go to the other nested project, and copy and past those layers where you want them. -
Yeah, good point on possibly toggling to selection vs Pen. Looking into it.
I always like the idea of grabbing a fader to bring down a level, but its pointless if it is writing keyframes because of the lag. By the time you hear it and grab it, it’s too late.Just wish the surfaces worked better for us because they look cool and clients like cool looking gadgets in an editing studio.

On my testing I had my preview settings for Pro Res HQ, and the export with USE previews was significantly faster going to H264 than with it unchecked…

Instead of using a crossfade, use an opacity keyframe. I am also getting that glitch when using masks and crossfades.

ANother thing I have noticed is that you will get strange mask artifact issues if you use a crossfade to fade them in or out. If you use an opacity keyframe it will act ok. Not sure if this is part of the same issue you are having or not.

I think if I were you, I would do a chat session with Adobe support and let them do some remote testing. What you are getting is not acceptable.
