Where is “No Render CPU, No Cuda”?
Others are not an issue. Dont have any adjustment layers and project is 100% progressive with matching frame rates. Only happening with new style text layers and it is random.

Old post but it still happens. Usually when a layer is not targeted inside the MC sequence. Just noticed that when targeting the correct layers to fix it, it was still not updating in the MC sequence. Had to close and reopen the project and it worked. Bug.

Wrong Dave. It’s a bug. I have hundreds of clips on a timeline and after saving a project and reopening the project, they are all gone.

There is supposed to be an attached image showing media encoder settings. If it doesn’t show up soon, I will post it to dropbox.

Using this setting you will be at about 100MB per minute and it will look great. (1MB per sec=8Mbps)
If you need smaller, crank down your target and max bitrate. 3Mbs is minimum for 1080.
1280 X 720 is another option for reducing bitrate to 2Mbs. -
Examples? By cool I assume you mean blue tinted?

Agree with the codec and color depth issue.
In your sequence settings, change editing mode to Custom and modify your Preview file format to something that is HQ.
Experiment. If you take your camera file, and crank up the black levels, you will either see banding in the shirt or not.
Then render your color corrected clip with your Preview File Format set for something professional. Youtube is only for a final export after you master your material to a HQ format.Like back in the old days, you would master to D2 and dub to VHS, not the other way around.

Did you render and export it out to a pro res file?
Unclear if you are talking about rendering a bunch of effects on the timeline or a full export. If just multiple effects, you can fix just what you need and it wont disturb the others unless, you have another element that connects them all, like a lower third super or an adjustment layer and still the smart rendering works pretty well.
IF it is a whole timeline export, No. You are going to have to re-export out that file.
IF the timeline is rendered, choose to USE PREVIEW FILES when exporting and it will speed up your export.

I think it has something to do with drawing audio waveforms. What version of PP are you on? I remember seeing that months ago.

First thing is do not export to your desktop. An old story I was told is that the desktop files are in some way system cached and a over a few gigs on the desktop is a performance hit. Dont know if that is true, but it is sloppy media management at best.
Next what is happening at 2:19? Is it a previously rendered file?
Mark an In and OUT around that problem and render just that section to narrow down what is happening.
I had a similar thing yesterday, and for no reason the renderer would not compile one tiny simple clip.
I changed the scale size slightly as a test and it rendered. Then I reset the scale back to normal and the bug did not come back. May be a different deal with your issue, but the point is to narrow down what is happening. It could be your source file is wanked. (technical term).
Another option is to Export out the timeline to something other than H264, like pro res or something. Check your sequence settings and see what your native render format is currently set to.
