I connect an HDTV via HDMI as a secondary display and drag the preview window onto it. Any color correcting I do I see almost immediatly. I figure that’s what most people will watch any of my videos on.

I would try uploading a file rendered for internet.

Preview setting “Draft, quarter” is the lowest quality setting but is worse looking that the low framerate setting it to “Preview,auto” in my opinion. If neither of these work for you your 3 options are using Cineform, making DV widescreen proxies to edit with and switch them back to the hd files before rendering, or getting a faster computer. What are your computer specs?

Are the jpegs a higher res than your video? If so try matching the 1920 x 1080 res with the jpegs and see what happens. After looking at your comp. specs, you should have no trouble playing any of the files your working with.

I’m saying even though the camera (TM700) makes (in 60p mode) 1080 60p .mts and .m2ts if you use the HDWriter software that came with the camera, Vegas doesn’t yet render to .mts at all and .m2ts has the limits I stated so yes I get better quality with mp4 and wmv as I can maintain the 60p and the higher bitrate, with custom project settings and render settings. I believe the HDWriter software will do basic edits and save as 1080 60p .m2ts which can be put back on the ext. memory card and played with the camera if you don’t have an i7 to play them.
The 1080 60i .m2ts 16 mbs video made with Vegas looks great, don’t get me wrong but with fast moving video on a large HDTV, I can see the interlacing and is not as smooth as the 60p. But now like I said, it’ll need an i7 to smoothly edit and playback these files so I don’t really recommend the 60p if you intend to give the video to people to play. -
What format are you rendering the 1080 30p video as? And what are you playing them with? It maybe the video’s fine, just on the CPU hard to play. You can always load a rendered file into Vegas and step through each frame where it stutters and see if it’s in the rendered video.

I have a Shuttle, understand there is no laptop that can handle the shuttle yet so unless you build an i7 with an X58 ot P55 chipset and USB 3 and take it with you in the field, the Shuttle isn’t the way to go. Although the blackmagic motion jpeg 1080 60i format I capture via component from my HVR-A1 edits pretty easy and defenetly keys better than HDV, I always set my project properties to progressive when keying.
I recommend the Panasonic TM700 as it shoots way better video than my A1 and at 1980 60p if I want, which keys far better than the other formats, but you need an i7 to really edit its formats. It’s only $750. -
Rendering AVCHD with Vegas (M2TS) has a 1080 60i 16 mbs limit where my TM700 makes 1080 60p at 27 mps, so I render as MP4 or WMV which I can make either at 1080 60p with the same high bitrate. My i7 plays them fine. It even plays the TM700 native 1080 60p .mts files perfect with media player classic.
If your going to work with AVCHD, you really need an i7. -
That camera captures at 3 and 4K HD which is a higher res than my Shuttle captures, so unless your BM device captures at these resolutions, it’s not worth capturing with. You can still use it as a playback device though.

What’s the error your getting? Usually if the USB 3 port doesn’t have sufficiant bandwidth, it won’t even let you install it.
